Warehouseman (Materials Management)

Our client a multinational organization with offices in several continents is urgently looking to fill vacancies for their operation at Diego Garcia, Indian Ocean Highland.

POSITION TITLE: Warehouseman

DEPARTMENT: Material Management (WHSE 701)

POSITION REPORT TO: Customer Services / Stock Control / Distribution Manager

DESCRIPTION OF JOB TASK AND RESPONSIBILITIES:

Warehousing Services

  • Provides warehousing services to ensure proper receipt, storage, and issuance of supplies to the customer.
  • Complies with storage and warehousing procedures per DOD 4145.19-R, Storage and Materials Handling, DOD 4140.27-M, Shelf-Life Management Manual, NAVSUP P-529, Warehouse Modernization, and Planning Guide, and NAVSUPINST 4440.115, Physical Inventory Program.
  • Provides material and warehousing operations such that Incoming stock is processed and stowed in a timely efficient manner.
  • Acquire, receive, process, store, and deliver supplies, materials, and equipment in such a way that would provide maximum control and accountability, maintaining quality/integrity of material during operations while delivering required supplies, materials, and equipment to the customer in a timely manner.
  • Performs all functions to acquire, receive, stock, store, maintain and protect supply material/equipment.
  • Provides warehouse and storage facility layout that conforms to industry standards.
  • Operates and maintains all storage facilities and related equipment IAW NAVSUP Pub 502, NAVSUP Pub 503, NAVSUPINST 4030.28B, NAVSUP P-284, NAVSUPINST 4440.128D, and manufacturer’s standards.
  • Utilize accepted storage practices and guidelines to minimize the risk of theft, loss, contamination, and infestation, to minimize loss of quality and accountability, and to meet compatibility standards to reduce the risk of fire, toxicity, corrosion, and explosion hazards.
  • Submits a Master Storage Plan to the Government which optimizes the use of warehouse facilities. Materials from different funding sources (i.e., APF, NAF, and Contractor) shall not be co-mingled.
  • Submits a Material Management Security Plan to the Government. The plan will in part describe the Contractor’s intended actions to control access to supply warehouses.
  • Develops and implements SOPs for warehousing services provided, including, as a minimum receiving and inspecting supplies, maintaining storage of supplies, conducting a physical inventory, issuing supplies from storage, processing issue documentation, processing RFI repairable for an issue, and providing temporary storage for customer supplies.
  • Submits a Warehousing Services SOP to the Government. Receiving
  • Receives and processes supplies per DOD 4145.19-R and NAVSUP P-723 to ensure inspection, sorting, and staging are accurately and safely completed in a timely manner.
  • Receive, inspects, and properly store the supplies in the appropriate locations within the warehousing area. Discrepancies noted during receipt inspection shall be investigated and reported as required in this Annex under Equipment and Supply Discrepancies.
  • Maintains accountability of receipts and required documentation on the materials including documentation on any classified material per OPNAVINST 5530.14, Navy Physical Security, and SECNAVINST 5510.36, Department of the Navy (DON) Information Security Program (ISP) Regulation.
  • Performs required document preparation, data entry, tracking and processing of shipment, manifesting, and receiving IAW DSS program processing requirements and military standards.
  • Operates and maintains a centralized receiving processing center. Services include, but are not limited to, tailgating, receiving, un-stuffing, de-bulking, de-trashing, inspecting, sorting, staging, and repackaging.
  • Performs all inspection and acceptance of material and takes necessary actions to preserve Government rights and remedies.
  • Performs the necessary investigation and resolution for missing, expired, damaged, or rejected materials received.
  • Maintains security control, accountability, and tractability of materials from receipt to stow.

Storage

  • Provides storage to ensure the protection and accountability of supplies.
  • Implements policies and procedures to maintain the inventory accuracy and accountability of supplies by a category defined by NAVSUP P-723.
  • Protect stocks from deterioration and damage IAW DLAR 4145.4, Care of Supplies in Storage, Inspection, Reporting, and Readiness.
  • Maintains the material in storage in a ready-for-issue condition or prevents the uneconomic deterioration of serviceable material.
  • Complies with the Care of Supplies in Storage (COSIS) inspection requirements.
  • Takes required actions to preserve and maintain the material in a serviceable condition.
  • Corrects any instances of deterioration and restores the material to ready-for-use condition.
  • Verifies and records quantity, quality, security codes, the sensitivity of supplies, NSN, part numbers, and substitute stock numbers as applicable.
  • Maintains supplies stored within the warehouse in equal or better condition than when it was received. This may include repackaging supplies as required to maintain the integrity and quality of stock supplies, applying and reapplying labels to identify supplies, encasing in protective wrapping, placing in a container suitable for shelf storage, and re-stowing the item.
  • Stow stock material in a timely manner and the designated location, process, and stage transshipments for delivery or shipment.

Issue

  • Issue supplies to ensure customer requests are accurately processed in a timely manner.
  • Issue supplies per OPNAVINST 4614.1, Uniform Material Movement and Issue Priority System (UMMIPS) Standards, and NAVSUP P-485.
  • Operates a centralized, local distribution center that is easily accessible by customers for pick-up of completed issues from stock and/or incoming transshipment.
  • Identifies high-priority shipments and processes for delivery within the stated Performance Standards for this Spec Item.
  • Issue requested material/equipment to customers in a timely fashion without degrading the operational schedule.
  • Utilize first in-first out (FIFO) issue protocol or similar techniques to ensure freshness and quality of stock.
  • Acquire and maintain all records required for accountability and traceability of materials.
  • Operates NAVSUPPFAC Diego Garcia Ready Supply Store (RSS).
  • Operates hand or power industrial trucks in performing warehousing duties.
  • Performs mandatory periodic audit\inventory actions, interacts with customers; updates computer systems, and maintains 100% accountability of all transactions and warehouse inventories.
  • Helps coordinate the movement of materials and equipment to work locations and sets up work sites.
  • Completes records, maintains tools and equipment, and performs various clean-up and housekeeping activities.
  • Observes and follows all safety rules and procedures, including trench safety and wearing required personal protective equipment.
  • Performs other duties as assigned to meet organizational/operational objectives.

BASIC JOB QUALIFICATIONS: (Knowledge, Skills, and Abilities (KSAs):

  • Knowledgeable in warehouse operations, issues, sorts, receives, processes, and stores material and stocks.
  • Knowledge of supplies, equipment, and/or services ordering and inventory control.
  • Knowledge of Safety Data Sheets (SDS) and storage requirements to meet the compatibility of products based on hazard class is required.
  • Must possess administrative, organizational, and computer skills including proficiency with the Microsoft Office suite.
  • Proven ability to organize, prioritize, and follow through to completion of multiple tasks, under strict deadlines and changing priorities.
  • Must pass overseas medical screening and be in good health.
  • Must have a valid and be able to obtain driver’s license with the following codes (B1, B2, C, and D).
  • Must be able to operate material handling equipment such as forklift, pallet jack, stake truck, box truck, etc.

EDUCATION:

  • Must have at least a High School diploma is required.

EXPERIENCE:

  • A minimum of three (3) years of experience in warehousing and supply operations on a Military Installation or equivalent civilian experience is required.

Basic terms of the job offer.

  • Assignment Duration: 12 months. Renewal subject to performance.
  • Base Monthly Salary: 48 hours per week minimum work requirement: $540.00 (based on 48 hr. work week requirement)
  • Working schedule: 48 hours per week (8 hours per day/6 days a week)
  • Payroll period: Monthly. Amount give take home.
  • Overtime: Work more than 8 hours per day or work performed on a rest day and/or holiday, will be paid as overtime at the base salary rate.
  • Accommodations: Housing, transportation, meals in-country, and laundry facilities are provided
  • Sick Leave: Employee will accrue 2.67 hours of sick leave for each full month of service, beginning with the completion of the first full month of Foreign Service employment.
  • Annual leave Up to 21 days paid at the end of each 12-month contract.
  • Travel will be provided by the employer to the employee’s home country.
